The Town of Melbourne Beach approved two budget resolutions and several contract matters during its Nov. 19 meeting.
Finance Manager Jennifer Kerr presented Resolution 2025-17, the final budget amendment for FY25, explaining the item included funding to cover newly adopted lifeguard services. After questions about whether lifeguards had been funded in the previously adopted budget, the commission moved and approved the resolution 4–1.
The commission also approved Resolution 2025-18, a carry-forward of remaining FY25 balances into FY26, by the same 4–1 margin.
Two consent items were pulled for discussion. First, a WastePro fee increase request — WastePro has a contractual right to annual fee escalations — prompted a request from Commissioner Anna Butler for the original contract to be provided. Butler said she would “always vote against any contract amendment if the original contract is not included.” Despite the request, the commission voted 4–1 to approve the fee increase with Butler opposed.
Second, the commission reviewed and revised a proposed special magistrate contract for Kristen Ottinger. Commissioners requested several specific edits — requiring written magistrate procedures if not already in the town code, requiring the magistrate to sign minutes, clarifying billing increments, and correcting a typographical reference from “TPO” to “town.” After a friendly amendment to address the minutes and typo, the commission approved the special magistrate agreement 5–0.
What’s next: Butler’s request for full contract documentation prompted the manager to commit to supplying original contracts or related documentation for future meetings; the commission flagged several items to be revisited in future workshops or January meetings.
