Council voted to adopt Resolution 11‑18‑25, providing a one‑time payment of $500 for full‑time employees and $200 for part‑time and seasonal employees to be paid in December. The resolution was introduced and moved during the meeting and the council voted to carry the measure.
On procurement, the council approved a request from Parks & Recreation to purchase a Kubota backhoe through Bondi’s Kubota under the Sourcewell Purchasing Program at a cost of $59,023.59; staff said the item is budgeted for FY26. The council also approved standard contract and survey items on the consent agenda, including a $71,176 engineering services line for work related to the Bolewell Circle engineering effort.
The council authorized a one‑year memorandum of understanding between the Enterprise Police Department and Covenant Rescue Group. According to the chief (speaker 12), Covenant Rescue Group is a national organization that provides training, documentation and assistance in locating and helping abused or neglected children and helps the department access grant‑supported training resources.
Event and infrastructure items approved included a permit for the annual Hula Day 5K & Fun Run (event scheduled Dec. 20, 2025, with street closure 7:00 AM–11:00 AM on East College Street between Edwards and Main), and a street‑lighting plan for Legends Phase 3 (nine 76‑watt LED fixtures; annual cost $906.12). Council also moved the Dec. 2 meeting from 6:00 PM to noon to avoid a conflict with the city’s tree‑lighting ceremony and approved closing city offices from 11:00 AM–1:00 PM on Dec. 10 for the annual employee luncheon.
The council’s work‑session and regular meeting materials included updates on the wastewater treatment plant upgrade (staff reported a $3,500,000 state revolving loan fund award and supply‑chain delays), and staff noted federal earmark activity tied to Bolewell Circle engineering. The council introduced Ordinance 11‑18‑25 (rezoning for a 2.35‑acre PRD on Becky Lane) and Ordinance 11‑18‑25(a) (amending the city code to allow blade signs on Main Street) and set a public hearing for Dec. 16.
