Council reads ordinance on recreational-vehicle rentals; unanimous-consent suspension fails

Councilman Unidentified Speaker 4 moved for unanimous consent to suspend the rules and allow immediate consideration of the ordinance. The motion was put to a roll call. When asked individually, Councilman Johnson recorded a 'No' and Councilman Mitchell and Councilman Kleya recorded 'Yes' votes; the motion did not receive unanimous consent and the council did not take immediate final action.
Council members then noted an additional first reading (Article 8) concerning golf carts; that item was not moved for unanimous consent and will proceed under the normal ordinance schedule. The transcript does not show a second reading or adoption for either ordinance in the recorded excerpt.
