City staff recommends codifying new state plat authority and clarifying property-maintenance obligations; several special events recommended for consent

Separately, staff proposed an amendment to clarify that adjacent property owners are responsible for maintaining the right-of-way from the street edge to their property line to support proactive code enforcement that began Oct. 1.
Staff also summarized three special-event permit requests and recommended they move to the consent agenda: Saint Mary’s Winterfest (Dec., road closure; $50 fee), the Reimagine Milton event (Mar. 7; food and services for low-income families; fee $400 or $550 depending on stage), and the Milton Christmas Parade (Dec. 6; nonprofit reduced fee $600). Council members generally agreed these items should be placed on the consent agenda for the regular meeting.
