Orange Beach council approves routine items, postpones RV rental ordinance and appoints planning commissioner

The Orange Beach City Council approved multiple resolutions and procurement items Tuesday, postponed an ordinance on recreational vehicle rentals and appointed Council Member Ginger Harrelson to the planning commission.
The council unanimously approved routine procedural items including the agenda and minutes and certified the city’s cash requirements. It postponed indefinitely a second-reading ordinance amending Chapter 50, Article 8 of the city code governing recreational vehicle rentals after a motion to do so was moved and seconded and carried.
Why it matters: the votes cleared a number of administrative and operational items—equipment disposals, service contracts and vehicle purchases—that allow city departments to continue operations, while postponing the RV-rental ordinance leaves that regulatory question unresolved.
Among the items adopted, the council: authorized donation of surplus automated external defibrillators to the Alabama Charter Fishing Association; approved an agency agreement with JJPR LLC for public relations and marketing; and approved professional services agreements for theatrical performance/dance instruction and tennis racket stringing. The council also approved two state-bid vehicle purchases: $49,116 for a parks/sports vehicle and $37,003.80 for a utilities vehicle, and authorized a task order with GEOCON for construction materials testing and a separate geotechnical exploration task order described later in Committee discussions.
Kristen Hatcher, events coordinator for Parks and Recreation, told the council about several upcoming public events: “This Sunday, we’re having Fido Fest at Waterfront Park from 2PM to 5PM,” and she also previewed the annual Christmas tree lighting and a drone show scheduled for Dec. 2 at The Wharf. Woody Speed, the city’s regulatory manager, warned residents that Gulf State Park planned a prescribed burn of about 170 acres the next morning and that smoke would depend on weather conditions.
On appointments, the council approved reappointments of Ryan Beebe and McGee Scarborough to the Board of Adjustment and moved to appoint Council Member Ginger Harrelson to the planning commission for a four-year term ending Nov. 20, 2029; the motion carried with an abstention recorded at the vote. The council also approved a liquor license for Sunliner Diner at 2603 Papparito Beach Boulevard.
The meeting included routine staff recognitions and community notices. Ford Hanley, the city administrator, thanked HR and event center staff for organizing a benefits fair; Desirie Hides, director of the Coastal Arts Center, announced a veterans art exhibit and a Veterans Day concert presented by Freedom Sings USA.
What’s next: the RV rental ordinance remains postponed indefinitely; the PUD zoning modification (James Jones’ Duplexes, Turquoise Village) was listed for a public hearing and first reading on Nov. 18, 2025. The committee continued into a Committee of the Whole session to review depositories, signatures and facility planning items.
