Cullman City Council approves permits, honors longtime city attorney and adopts ordinances

At its Oct. 30 meeting the Cullman City Council approved several special‑event permits (including Christkindlmarket), granted a restaurant alcohol license, adopted resolutions contracting traffic and engineering studies, honored longtime city attorney Roy W. Williams Jr., and passed second readings of multiple ordinances including a surplus property declaration and an easement release related to a new Chick‑fil‑A.
The Cullman City Council on Oct. 30 approved a slate of routine permits, resolutions and ordinances and adopted a resolution honoring Roy W. Williams Jr. for decades of service as city attorney.
On permits, the council approved a Christmas open house in the Warehouse District (Nov. 8), the Christkindlmarket (Nov. 20–Dec. 23) and the annual Christmas parade and tree lighting (Nov. 21). It also approved a restaurant alcohol license for an Outback Steakhouse at 727 2nd Avenue NW after a favorable recommendation from the alcohol review committee.
Council adopted Resolution 2026‑14 expressing appreciation to Roy W. Williams Jr. for many years of legal service; Williams’ daughter Marie was present for the recognition. The mayor and council members praised his service and the resolution was adopted by voice vote.
The council also adopted resolutions to contract with Veil Incorporated for a traffic/parking study near Heritage Park and with Saint John and Associates for streetscape engineering along 3rd Avenue SW and 5th Street SW. The council approved change orders at the Omniplex Civic Center that do not change the contract value and adopted a Volkert contract to prepare a TRIP application for ALDOT (not to exceed $4,500).
On land‑use matters, council carried second readings and recorded roll‑call votes to adopt an ordinance declaring certain surplus property and to release an easement on Highway 157 North connected to a new Chick‑fil‑A; it also approved an annexation ordinance for a property on County Road 1339 rezoned R‑1 Residential following a favorable planning commission recommendation.
The final business item approved an architectural services agreement with Lathan Associates for the Cullman Community Theatre (not to exceed $91,250). The council adjourned after the motion carried.
Next steps: staff will publish adopted ordinances and proceed with the contracted studies and services.
