The Crestview City Council on Nov. 10 accepted the immediate resignation of the city clerk, Mary Anne, and directed the city attorney to negotiate a separation agreement. The motion to accept the resignation passed 4‑1, with Councilman Hayes recorded as the lone dissent.
Mary Anne, speaking to the council, said she submitted her resignation “with mixed emotions” and cited “a troubling erosion of trust and respect” and a lack of engagement by some council members in providing feedback for her annual evaluation. In her remarks she said she had served as a master municipal clerk for four years and took pride in managing public records and preserving community history.
Mayor Pro Tem moved that the council accept the resignation and allow the attorney to negotiate a separation agreement, suggesting an eight‑week separation offer instead of the standard four weeks cited in the clerk’s contract. Councilwoman Allison seconded that motion; council members discussed statutory and contractual limits and the city attorney said the contract contains severance provisions but the city is generally able to negotiate terms.
After the resignation vote, the council addressed staffing continuity. Councilman Bullard moved to appoint Natasha, the deputy city clerk, as interim city clerk effective immediately and to waive the waiting period for out‑of‑class pay. The motion was seconded by Councilman Hayes and approved 5‑0. City manager Jessica explained the city’s out‑of‑class pay policy and recommended a standard 6% pay adjustment be applied immediately while the interim performs the duties until a permanent replacement is found.
Mary Anne thanked the council for kind words and highlighted ongoing municipal business, including upcoming bid openings and civic events; she also reminded the public of the Veterans Day parade and other community events.
Next steps: The city attorney will negotiate separation terms with the departing clerk and staff will proceed with interim assignments and recruitment steps for the clerk position. Details of any separation agreement were not specified in the meeting record.
