The Community Improvement Board of Milton discussed continued revisions to the Riverfront Master Plan, with staff presenting visions for a Riverfront Village marina, a rebranded historic-railroad district and a proposed welcome center.
Steven, the staff presenter, outlined the marina concept and noted the waterfront parcels now identified are privately owned and sit in the floodway. He said the river south of the trestle bridge contains the only deep-water access on the Blackwater River in the Milton area, with depths that exceed 25 feet in places and as much as 45–50 feet in others. "It is the section that if we were to have a larger vessel, this is where they could be able to traverse the grounds, and access Milton," Steven said.
The board discussed renaming item 17 to capture the broader area around the West Florida Railroad Museum. Several members supported a name such as "Historic Milton Village" or "Milton Railroad Museum and Historic Village" to reflect the Henderson House, Finkelstein House and Urquhart House as part of the complex. Members agreed to coordinate with the museum and the Historic Society on an agreed label and to include that name in the plan.
On a downtown-services proposal, staff presented a concept to reuse an existing county building as a welcome center near the trail and downtown (staff estimate: modest interior and façade work). Steven said the county is not planning to tear the building down and that the facility already contains restrooms and parking, making a retrofit feasible with limited investment.
Staff asked board members to attend upcoming RFP presentations related to the Milton marina (presentations were extended and scheduled for November 6) because developer proposals will inform plan refinements. Steven also flagged that the CRA area is a Qualified Opportunity Zone and circulated a packet describing how the city might market tax-advantaged investment opportunities to developers.

What’s next: staff will circulate design-guideline and zoning-recommendation materials, pursue stakeholder conversations with parcel owners and invite the board to the RFP presentations and any CPTA-related open houses if the grant is awarded. The board discussed meeting again next month or rolling into December.
