Milton council approves ordinance removing council oversight of subdivision final plats; one dissent

City Attorney introduced the ordinance as amendments to Articles 3.2, 4.2, 17.4 and 17.5 of the Unified Development Code. Councilman Powell moved to approve on second reading with a second from Councilman Farrow. A councilor seeking clarification said the change applies to the final plat process and not earlier preplanning approvals. "If I could just make a quick comment... this has to do with the final plat," an intervening councilmember said, clarifying the scope of the amendment.
The ordinance passed with one nay vote from Councilman Powers, who said his objection was that the change represented "just further intrusion on home rule." The mayor recorded the result as passed with one dissent.
Why it matters: the ordinance changes the local process for how subdivisions are finalized, shifting administrative clearance for final plats away from a requirement for planning-board or council sign-off. Supporters said the change streamlines final-plat approval; one councilor emphasized it would not affect earlier preplanning review or public notice procedures.
The council did not direct further immediate changes; staff were asked to review whether additional transparency measures should be considered for plats now that final-plat sign-off procedures have changed. The measure takes effect as provided in the ordinance text.
