Board reviews city commission's bylaw changes that shrink membership and cut meetings to quarterly

"In 09/23/2025, the city commission approved resolution 20 25 18 amending the historic preservation board bylaws," Miss Bashi said, summarizing packet materials. The changes staff described include reducing membership to seven members (effective May 2026); removing art alternate members; establishing five direct appointments (one per commissioner, coinciding with their terms) and two at-large seats (the at-large seats not required to reside within city limits); requiring a quorum of four voting members; and moving meetings from the first month to the second month of each quarter so the board meets quarterly.
Staff said the plan is for all members to reapply in March 2026 so the City Commission may reappoint members and have everybody take seats in May 2026. Board members asked clarifying questions about calling special meetings if business arises between quarterly sessions; staff replied that meetings could be called as needed.
The board reviewed a proposed 2026 schedule reflecting the new timing: Feb. 9, May 11, Aug. 10 and Nov. 9, 2026. Members expressed appreciation for having calendar dates well in advance to plan volunteer service and encouraged colleagues to consider reapplying under the new structure.
No formal vote on board membership changes occurred at the meeting; the amendments reported by staff were adopted previously by the City Commission. Staff asked members to note the reapplication timeline and the revised meeting schedule.
