CRA moves Dyson Plaza change order and outlines legacy home rehab pilot

The Community Redevelopment Agency and city staff briefed the commission on progress downtown and the CRA-funded legacy home rehabilitation pilot in historic East Winter Garden.
CRA staff said Dyson Plaza shell construction is roughly 94% complete; outstanding items include an underground three-phase electrical connection and an exterior awning. Staff reported a Duke Energy cost of about $43,755.59 for the electrical connection and an awning quote of $14,299, and recommended a change order to complete the work. The CRA advisory board recommended approval by a 5–2 vote, and the commission authorized the city manager to execute the change order.
Staff also described a legacy-home rehabilitation pilot administered with Rebuild Together Central Greater Florida and coordinated with '1 Winter Garden.' The pilot targeted an initial cohort of four homes to test processes before a larger rollout, with staff reporting 34 total applications received, 20 under review, 11 preapproved and four homes currently under construction. Pilot budgets are approximately up to $50,000 per home for interior and exterior repairs, ADA improvements and health-and-safety work.
Staff said the pilot will inform refinements to application processes and partnerships and that the CRA intends to continue outreach and monitoring as the pilot homes are completed.
