Staff asked the commission to approve three piggyback opportunities using existing contracts: Eurofins Environmental Testing Southeast LLC via the City of Orlando contract for water and wastewater testing (used to meet DEP reporting), Flora Armature Works Inc. via an Indian River County contract for motor and pump rebuilding, and Paralee Company Inc. via a Deltona contract for instrument and electrical work. Staff said the quoted prices were lower than past purchases. Commissioners approved the piggyback approvals by motion and recorded unanimous votes.
Separately, staff presented a proposed nonexclusive franchise agreement with Ready, Set, Recycle to provide residential recycling collection. The draft limits collection to Monday–Friday and restricts pickups between 5:30 p.m. and 5:30 a.m.; the company requested permission to operate on Saturdays to begin the service. Commissioners agreed to approve the franchise as presented but to allow Saturday work only if the specific homeowners association (HOA) where the company begins operations agrees; staff or the city attorney will prepare an addendum for the mayor and city manager to execute. The motion to approve the franchise (with the HOA concurrence condition) carried unanimously.
Commissioners noted that the operations observed elsewhere appeared to use a pickup truck and trailer and produced minimal noise; the city’s concern focused on larger vehicles that might make more noise.
