Mister Hutchinson, speaking for city staff, told the commission that Winter Garden’s community advocacy group for East Winter Garden conducted a door-to-door survey of 56 households and found 73% support for adding pickleball as a park amenity. Staff presented three quotes and recommended Advantage Courts as the lowest responsible bidder to convert one basketball court into four pickleball courts, apply an extra coat to the surface and perform additional resurfacing work at Zanders Park for a total of $50,248.
Charlemagne Wilder told the commission the CRA advisory board reviewed the bid and voted unanimously to recommend approval. Commissioner motioned to authorize the Community Redevelopment Agency to expend $50,248 for the Zanders Park work; a second was recorded and the motion carried unanimously.
The commission did not record any conditions on the award in the meeting record. Staff said the upgrades are part of a broader revitalization effort in the historic East Winter Garden neighborhood and that staff were available to answer follow-up questions about schedule and construction impacts. The commission did not set a construction start date during the meeting.
