Chelsea council approves appointments, surplus declarations, a $91,900 cleanup and adopts purchasing policy

Resolutions 13-14 and 13-15 concerned a recently acquired city property (the Simmons property), described as a burned dwelling with collapsing outbuildings; the council accepted a quoted cleanup contract for $91,900 and approved the work.
The council also approved Resolution 13-16, a donation to the 3R Rodeo; Resolution 13-17, a sponsorship of the Chelsea Fall Boutique Crawl intended to support local small businesses; and Resolution 13-18 to adopt a purchasing policy. Finance Director Wayne Barber said the purchasing policy has been developed over several months to strengthen internal controls, clarify procurement steps and set authority levels for department officials, and read the policy's purpose into the record.
