Winfield — Elected officials were sworn in at a city ceremony and the Winfield City Council moved through a series of routine agenda items and personnel recommendations, including a request to promote a police officer, the hiring of a new firefighter and authorization to advertise two library positions.
District Court Judge Mark Hammond administered oaths to multiple officeholders. Those who recited the oath in the record include Randy Price, Chris Ballard, Tim Garrison, Miles Miles and Jim Estes, as the council completed the ceremonial opening.
Chief Harlick asked the council to approve promoting Dylan to the rank of lieutenant. According to Harlick, Dylan completed a promotion process that included a resume, peer review, an outside interview and a scenario exercise; Harlick said Dylan "excelled, on a 20 system by scoring a 20 out of 20" and asked the council for approval of the promotion.
The fire department recommended hiring Ashton Odum as a firefighter for the Flintville Fire Department. The chief told the council Odum came highly recommended by references and would begin training in March; in the record Odum said the decision to seek fire service came after he "witnessed my dad have a heart attack," which he described as the motivating experience for joining emergency services.
The library director told the council she needs permission to post two positions after a part-time librarian resigned and another employee remains on limited hours while on maternity leave. She said hiring replacements would not change the library's salary budget. Council members Tim Garrison and Gina Estes seconded and supported the request.
The agenda also listed several routine resolutions and administrative items, including a proposal to appoint a city attorney/city prosecutor on a four-year contract and several housekeeping resolutions (identified in the record as resolutions 14-09, 14-10, 14-13, 14-15 and 14-16). The presiding official proposed a six-month rotation for committee liaisons, with initial assignments for police, fire, streets and the library.
Other administrative matters discussed included reclassifying the police department’s secretary position to an office manager role to reflect expanded responsibilities and a council member’s note about a growing number of cats in the south side of town that the council said it would monitor.
The meeting record included community sponsor announcements from local businesses and organizations. The council proceeded through its agenda without detailed recorded debate on the identified personnel items. The record does not include full vote tallies for most motions; where motions and seconds are recorded the transcript indicates council consent or that a motion was made and seconded.
