Mesa staff adds brief wording to capacity fee so like‑for‑like meter swaps won’t be charged

Mesa city staff told the council at its Nov. 17 study session that they inserted a short clarification into the draft capacity‑fee language to prevent customers from being charged when replacing an existing meter with an identical size.

A staff member explained that the change was “about six words” in the Legistar version and was intended to remove ambiguity. “If you have an existing meter and we replace that meter, whether it’s because you asked for 1 or we think you need a new meter, there’s no fee,” the staff member said. “There’s not a charge for just replacing like for like meter, size. And if you would place a meter with a larger meter, you only get charged that delta between the prior meter size and then the bigger.”

The clarification addresses questions staff had received about whether routine, like‑for‑like replacements would trigger capacity fees. At the study session the item was offered for introduction and staff said the text in Legistar reflects the added language; no formal vote on the capacity fee was taken at the session.
