Orange council introduces 2025 building- and fire-code updates, sets Nov.12 hearing; permit‑parking area approved unanimously

The City Council of Orange voted unanimously Tuesday to advance updates to local building and fire codes and approved a neighborhood permit‑parking resolution.

In legal‑affairs items, the council introduced (first reading) an ordinance to amend Title 15 of the Orange Municipal Code to adopt and amend the 2025 editions of the California Building Standards Codes and related model codes (Resolution No. 11,637; Ordinance No. 16‑25). Council Member Barrios moved to adopt the resolution and introduce Ordinance No. 16‑25; Council Member Gutierrez seconded. The council set Nov. 12, 2025 at 6 p.m. as the public‑hearing date for second reading and adoption. The motion passed unanimously.

Council also introduced Ordinance No. 17‑25 to adopt the 2025 California Wildland Urban Interface Code and the 2025 California Fire Code by adding chapter 15.31 and amending chapter 15.32 of the Orange Municipal Code (Resolution No. 11,638). Council Member Gutierrez moved and Council Member Gyllenhaver seconded the introduction and set Nov. 12, 2025 at 6 p.m. as the hearing date for second reading and adoption; the motion passed unanimously.

On an administrative matter, the council approved Resolution No. 11,636 to establish Permit Parking Area AE (described as the west side of North Pixley Street from Chapman Avenue to Maple Avenue and both sides of North Parker Street from Chapman to Maple, adjacent to residential uses). Council Member Gutierrez moved the item; Council Member Gillenhammer seconded and the resolution was approved unanimously.

The consent calendar was approved unanimously earlier in the meeting. There was no recorded opposition during the roll calls on these items.

What happens next

Both introduced ordinances will return for second reading and a public hearing on Nov. 12, 2025 at 6 p.m.; staff will prepare the formal agenda reports and notice materials required for adoption.
