Council approves amendment to maintenance services contract with Easter and Associates

The San Juan Capistrano City Council on Nov. 4 approved Amendment No. 4 to the maintenance services agreement with Easter and Associates, adopting the staff recommendation for a three-year contract term, a 3% price increase for the term, and two optional one-year extensions.
City Manager Ben Sigel presented the item, describing the firm as the incumbent service provider responsible for winter-preparation services and weed abatement. "This is just a three-year contract with our incumbent service provider who handles both winter preparation services and weed abatement for the city," Sigel said. He said the contractor would hold the proposed price for the three-year term and that two one-year extensions are available.
Council members questioned whether the city or private property owners are responsible for brush clearing, the geographic scope of the contract, and whether the work includes trail and storm-drain maintenance. Staff answered that the city clears brush in open space within 100 feet of habitable structures for defensible-space purposes consistent with Orange County Fire Authority standards, that the contractor performs trail maintenance and storm-preparation tasks (including cleaning catch basins and drains), and that past solicitations produced no other qualified bidders.
After questions and discussion, a councilmember moved to adopt the staff recommendation, the motion was seconded, and the council voted unanimously to approve the amendment.
