Orange adopts 2025 California building and fire codes

The City Council on Nov. 12 adopted two second-reading ordinances updating the Orange Municipal Code to incorporate the 2025 California Building Standards and the 2025 Wildland-Urban Interface and Fire Code.
With no public speakers, the council approved the second reading and adoption of Ordinance No. 16-25 (2025 California Building Standards: building, residential, plumbing, green and electrical codes) and Ordinance No. 17-25 (2025 Wildland-Urban Interface Code and 2025 California Fire Code). Both measures passed on second reading by roll call (recorded as approved with six votes in favor and one absence).
Staff said the updates align local code with the state’s 2025 code cycle and are typical biennial updates that incorporate statewide technical changes and fire-safety standards. The ordinances will become part of the Orange Municipal Code as adopted.
The council’s action allows building and fire permitting to proceed under the 2025 state code references.
