Planning staff explained the change as a targeted clarification to the EU district provisions. "The main thing is, taking out the requirement to meet our land evaluation site assessment requirements," the planner said, arguing LESA is designed for conventional development and is not well suited to niche uses such as landfills or renewable energy overlay districts. Staff also said they are adding the EU2 district to relevant zoning classification lists and use tables to align the ordinance text with prior zoning work.
Staff reported the Planning & Zoning Commission recommended approval 6–0 at its October meeting and that county staff had not received public comments prior to the hearing. Chair closed the hearing after soliciting public comment and the board gave the ordinance its first consideration, with the motion passing by voice vote.
No final adoption vote was recorded at this meeting; the item received first consideration and will return for further readings per county ordinance procedures.
