Board approves Burlingham Road bridge replacement with wetland mitigation requirement

Linn County’s Board of Adjustment approved a conditional-use permit (PC 25-009) on Oct. 29 to replace a 14-by-110-foot iron truss bridge on Burlingham Road with a 30-by-150-foot concrete slab bridge over Buffalo Creek.
Planning staff (Mike Trudinger) told the board the project impacts approximately 3 acres and requires both a local floodplain permit and a conditional-use decision because work exceeds one acre disturbance in the FEMA 1% floodplain. Staff reported Iowa Department of Natural Resources approval and receipt of a no-rise engineering certificate. The U.S. Army Corps of Engineers granted approval with a special condition requiring compensatory mitigation: purchase of 0.48 acres of emergent wetland credits. Staff said proof of purchase must be provided to the Roads Department before construction begins.
Trudinger said the project meets the county’s Article 7 factors and the applicable performance standards; the Planning and Zoning Commission recommended approval 4–0. After brief questions the board voted to accept staff’s recommendation; roll call in the transcript recorded unanimous affirmative responses.
Conditions recorded on the permit include the purchase of the required compensatory mitigation credits and standard county permit conditions. Construction may not start until the mitigation credit purchase is documented as required by the Army Corps condition and county staff.
