Board approves resolution to create Lisbon‑Mount Vernon EMS district

The Linn County Board of Supervisors on Wednesday adopted a resolution creating the Lisbon‑Mount Vernon area‑benefited Emergency Medical Services (EMS) District for portions of unincorporated Linn County.
Darren Gage, director of policy administration, briefed the board on the procedure: after a public hearing last week the board had 10 days to act on whether to create the district and to appoint an engineer to prepare a preliminary plat and report. The resolution names Snyder & Associates to prepare that preliminary plat; Gage said the engineer would have 30 days to complete the report and that similar actions were underway in the city of Mount Vernon, the city of Lisbon and Johnson County with a recommended joint governance agreement to follow.
A supervisor representing the affected district said, despite reservations about raising taxes generally, giving residents the option to vote on establishing an EMS district was appropriate; the board then moved, seconded and approved the resolution by voice vote.
Next steps: staff said they will return with the professional services agreement for Snyder & Associates and proceed with the preliminary plat and report as required under state law.
