Linn County approves agreement with Cedar Rapids to open winter shelter Nov. 15

The Linn County Board of Supervisors voted to authorize the chair to sign a memorandum of agreement with the City of Cedar Rapids and the Housing Fund for Linn County to operate a winter weather shelter beginning Nov. 15, 2025, and running through March 31, 2026.
David Teelen, Linn County Community Services, told the board the agreement lays out the county’s role while the Housing Fund will contract the service providers that operate the shelter. "We've worked with the county attorney's office to make sure you've got all the correct language in there," Teelen said.
Unidentified Speaker 1 confirmed the overflow shelter address as 1017 12th Avenue Southwest in Cedar Rapids and said staff expect the site to open Nov. 15. Teelen said operating hours were moved earlier to allow more time for people to arrive and settle; the board discussed a 4 p.m. opening and an 8 a.m. closing the following day.
Unidentified Speaker 2 thanked county staff and Luke Fisher, the facilities director, for completing improvements ahead of the opening. The board moved and seconded the MOA; after no further discussion both recorded 'Aye' and the motion passed.
The agreement covers the period Nov. 15, 2025, through March 31, 2026. The Housing Fund will manage contracts with providers; the MOA and funding breakdown in the agreement were not detailed during the meeting.
