Tustin resident describes crash, urges limits on nitrous oxide sales and traffic calming

Charlie Sarosi, a Tustin resident who said he participated in the Citizens Academy, told the council about a crash six weeks earlier when a minivan allegedly drove through his front yard at more than 50 mph and struck his garage. Sarosi said the driver hid a nitrous oxide tank in nearby bushes, later retrieved it and used it while officers were en route; the driver was later arrested for suspected impairment related to nitrous oxide.
Speaking on Item 14, Sarosi said he supports Ordinance No. 1572 (as listed on the agenda) and asked the council to consider tightening exceptions that would allow some retailers to sell nitrous oxide for vehicle‑performance uses. He suggested limiting an exemption so that it applies only when a retailer “knows or has reason to know” a tank will be used solely for vehicle performance, or increasing the retail‑sale retention period referenced in state penal code as part of stricter local rules.
Sarosi closed by asking the city about physical safety measures in his neighborhood, including speed bumps, and thanked OCFA, Tustin PD and the building inspector for their response to his crash. The council did not take action on Ordinance No. 1572 at this meeting; Sarosi’s remarks were part of the public comment period.
