Webster County actions: budget transfers, recorder report, ISAC contribution and snow-removal contract

The Webster County Board of Supervisors spent part of its Nov. 4 session on several routine but consequential business items.
The board passed Resolution No. 2025-38 to transfer $210,450 from the General Supplemental Fund to the Telecommunications Fund; the resolution passed unanimously on roll call. The board also approved transfers from the General Basic Fund to the Secondary Road Fund ($175,000) and from the Rural Service Fund to the Secondary Road Fund ($1,625,000) for the 2025-26 fiscal year.
Courtney Balkanendi, Webster County recorder, presented the recorder's quarter-ending report (through 09/30/2025), listing recording fees, ACH adjustments, surcharges, copies and transfer-tax receipts that together produced a quarterly total of $52,246.94.
The board approved a $500 payment to the Iowa State Association of Counties (ISAC) to support an amicus brief in Hauser v. Shelby County; supervisors discussed PHMSA's role and that ISAC faces professional costs to take the case to the state Supreme Court.
On procurement, the board reviewed bids for a two-year snow-removal contract at the Yale Building; one bidder withdrew leaving a single bid from Trey Lawrence/Lawrence Trucking (LLC) at $670. The board approved the low bid.
The meeting concluded with claims approved and adjournment.
