Potter County commissioners approve vouchers, ARPA amendment, contracts and vehicle purchases in routine votes

The Potter County Commissioner’s Court approved a slate of routine financial and contracting items during its Oct. 27 meeting, with most motions passing unanimously.
Financial approvals included acceptance of vouchers totaling $3,613,171.92 (checks 187738 through 219374 and listed wire transfers) and a budget amendment to complete replacement of the courthouse’s south entry doors. The county treasurer reported total general fund and investment balances of $46,885,699.57 as of Sept. 30.
The court approved an amendment to a previously authorized SLFRF (ARPA) award to add $73,000 for planning and demolition work related to a multi‑purpose 4‑H facility, bringing the estimated county allocation for that project to $131,000. An ARPA committee member said the amendment was necessary so the county can obligate SLFRF funds before the federal deadline.
The sheriff described a new Office of the Governor grant program created under recent state action to purchase NIJ Level 3A or higher bullet‑resistant components for law enforcement vehicles and said the grant requires no local match. "There are no matching grant funds with it, so it doesn't cost us anything as far as the county," the sheriff said. The court authorized application for the grant.
Other approvals included buyouts of county‑leased vehicles for the sheriff’s office and Road & Bridge (including a 2022 Chevrolet Silverado 2500 HD for $18,006.79), awarding RFB 1273‑25 for electrical maintenance to 81Electric (for maintenance and repair jobs below the county’s RFP thresholds), extension of FY25 audit services with Hankinson Esteb LLC, and a master services agreement with ETC for ACA reporting and forms production. The county also accepted a donation of road materials from the Texas Department of Transportation for installation at the Tri‑State Fairgrounds and authorized the purchase of 15 parking passes for the county parking garage.
Several commissioners used the procurement discussion to press for clearer committee processes on larger RFPs; purchasing staff said the electrical contract is for work under $10,000 and that RFP/RFQ procedures will be used for larger procurements.
No executive session was held and the court adjourned following a brief jail population report.
