Scott County staff recommend purchase of $173,315 service truck for Secondary Roads

Secondary Roads staff asked the Scott County Committee of the Whole on Nov. 18 to approve buying one new service truck to replace asset 1335, a 2010 Ford F-250 with about 136,000 miles that staff said no longer meets operational needs.
"The service truck is a mission critical mobile shop used for supporting 6 equipment sheds," the Secondary Roads presenter said, describing how the current vehicle lacks sufficient tool storage, compressed-gas cylinder storage, a crane and towing capacity. Staff said the existing vehicle still functions but shows rust and seam separation in cab corners and does not have the capacity needed for heavier towing and onsite repairs.
Staff described a competitive procurement in which seven proposals were evaluated on price, delivery time, warranties, technical specifications and vendor reliability. "McGrath Fleet out of Cedar Rapids, Iowa submitted the lowest responsive evaluated proposal," the presenter said. The transcript lists the total cost with hydraulic outriggers as recorded in the meeting text as "1.73, $315.68." The county record and the budgeted amount discussed at the meeting indicate the figure is $173,315.68; staff noted this is below the FY2026 budgeted amount of $200,000.
Staff told the committee the proposed vehicle is a 2026 Ford F-550 Super Cab with a NAPID service body, single rear tires, and will be diesel-powered. An unidentified supervisor asked about capacity differences between F-250 and F-550 models and whether the vehicle would be diesel. The presenter confirmed "It is a 3 quarter ton" and that the proposed truck "will come with a crane and a timing lift" and that the department has diesel fuel available.
On timing, staff said delivery is currently estimated at six months — roughly 90 days for the chassis and another 90 for the body — and that they do not anticipate surcharges at present, though tariffs or market changes could affect costs or timing. The presenter said McGrath has an established track record with Scott County during the present staff member's two years.
No formal approval vote for the purchase was recorded in the transcript of this meeting; staff presented the recommendation and supervisors asked technical and procurement questions. The item was closed and the chair moved on to the next agenda topic.
