Kendall County commissioners approve personnel changes, grants and purchases; eBonds and public-safety upgrades cleared

KENDALL COUNTY, Texas ' The Kendall County Commissioners Court on Oct. 28 approved a set of administrative, procurement and justice-system measures while taking time to hear reports from volunteer fire departments and members of the public.
The court reshaped staffing in the district attorney's office, voting unanimously to approve three chief assistant criminal district attorney job descriptions that restructure duties across civil, misdemeanor and felony caseloads.
County leaders adopted a proclamation designating a week in November as Operation Greenlight Week to recognize military service members, and the court approved the county's continued application for the Texas Indigent Defense Commission's formula grant for 2026, an auditor said has returned about $640,151 to Kendall County since 2002.
On procurement, commissioners approved the purchase of a 2025 Freightliner distributor (asphalt emulsion sprayer) for road and bridge work at $295,910.90 through the TIPS cooperative contract, and they authorized security-camera installations at the historic courthouse and the county's Blanco building. The court also approved three vendor agreements tied to eBonds, Allpaid and GoVolution that move bail bond handling and associated payments to electronic systems, officials said.
Auditor Corinna (last name not stated in the transcript) presented claims totaling $1,280,868.41; commissioners approved the bills but pulled a $2,306.60 one-year service agreement with Bearcom for preventative maintenance on two VHF repeaters for further review.
The court approved a two-year interlocal agreement with the regional public defender's office covering capital-defense representation at an annual cost of $12,455, a contract officials described as a form of insurance against potentially large defense expenses in rare capital cases.
Several items drew public input and additional review. Commissioners held a lengthy, candid discussion of a proposed revocable license to allow use of a portion of a county driveway to provide on-site parking for the historic Candelio/Candelius Hall property; prospective buyers said they need longer-term certainty before investing in driveway improvements and asked the court to revise termination language and damage provisions. The court took no action and asked staff to redraft the agreement.
Commissioners also discussed an economic-impact study for Comfort and Sisterdale businesses affected by COVID-19, the 2021 freeze and July 2025 flooding. Economic-development and community-foundation representatives said they would try to conduct or fund work with limited county resources and return with a scope and budget.
At the meeting's end commissioners adopted an updated county organizational chart aimed at clarifying reporting lines and improving transparency; the measure passed 3-2 after debate about where a new receptionist/PBX backup position and juvenile probation should be placed in the chart.
The court recessed for executive session and afterward designated Commissioner Bill Chapman (as recorded) as Kendall County's corporate representative in litigation with Turner Construction Co. The meeting adjourned at 1:33 p.m.
What's next: items deferred for further review include the Little Blanco/Candelio Hall license, the Bearcom service agreement, and any contract revisions requested by general counsel.
