World Architects provided a design proposal with an estimated design fee of $165,000; staff said project cost estimates from May 2024 were updated to reflect increased scope (6,500 sq ft vs. 4,500 sq ft) and market increases to about $200 per square foot. That revision raised the rough project cost to near $2 million in current dollars, though staff emphasized the figure remains budgetary and final costs will depend on competitive bids.
Treasurer Tony outlined service needs that motivate maintaining multiple public access points, citing high title volume and the continuing need for face‑to‑face title transactions. He said roughly half the office’s traffic comes to the current general‑store location and that title work (about 60,000 titles/year) typically requires in‑person processing. Tony also said satellite operations and occasional after‑hours service are part of how the office has served residents and that moving to a single, consolidated location could require additional investment in space and security.
Supervisors debated the cost and service tradeoffs. Some members, citing convenience and redundancy for residents (including elderly customers and jurors), favored moving forward with the Paul Revere Square plan as a cost‑effective way to establish a stable second location. Others urged caution, questioned the need for expanded square footage and recommended ensuring competitive bidding for construction. Board members also asked staff to clarify the previous presentation error that had inflated prior cost figures and to return with firm bid results before committing construction dollars.
Staff said funding is available in the county capital fund project balance; the design fee is an estimate that will adjust with scope. The board did not take an immediate binding vote on the relocation during the committee meeting but directed staff to pursue competitive bids, clarify the scope and return with updated cost information as part of the budget and capital planning process.
Next steps: staff will refine design and scope, publish competitive bid documents for construction, and return to the board with bid results and a recommended contract before any construction begins.
