Olinda Lichtenberg, a longtime resident at 1740 West 72nd Street, told the City of Hialeah Council she had been fined $250 for what she said was a minor driveway parking violation and asked the council to waive the penalty and improve code‑enforcement procedures.
"I am a senior citizen, longtime resident of the city of Hialeah and taxpayer," Lichtenberg said, adding she never saw the original violation notice and only learned about the fine after receiving a postal notification requiring a signature. She told the council the inspector later confirmed the vehicle was brought into compliance but said he lacked authority to waive the fine and that supervisors had not resolved her case.
Lichtenberg urged the council to mandate clearer notice, better communication and reasonable timelines for compliance and appeals, and to give special consideration to senior residents who may miss posted notices or mailings.
Council staff and members directed municipal staff to collect Lichtenberg's information and follow up; the mayor asked staff members identified in the meeting to assist. No formal motion was made at the meeting to waive the fine; council members asked staff to work with the resident and report back to the clerk.
The matter remains at the administrative follow‑up stage: staff were asked to record details, contact the resident and explore whether the fine can be administratively reduced or dismissed under existing code procedures.
