Board hears project updates and CRA expansion analysis; minutes approved

The Eastside Redevelopment Board approved two sets of minutes, received project-status updates and heard that a consultant is studying a possible expansion of the CRA boundary that would require state-level approval.
On procedural business the board approved amended board meeting minutes for May 20, 2025, and the meeting minutes for Aug. 5, 2025, on voice votes after motions were moved and seconded; both motions passed.
Staff updated the board on several local projects. Gonzales Street and Sherway projects are moving forward; Snell's Place is in negotiations and is anticipated to start construction next winter. Staff said the proposed two-way conversion of MLK/Alconese/Davis is currently ranked No. 25 on the TPO project-priority list and that dedicated design funding from the city was not secured. Sidewalk improvements were noted as ongoing with Gulf Beach construction scheduled to begin next week.
Staff discussed two specific development sites in the district: 1700 MLK (an old gas station) and 2700 MLK (a vacant lot). Staff said 1700 MLK requires mitigation work and removal of gas tanks and that 2700 MLK lacks utilities, both of which complicate and delay redevelopment. Staff reported that drawing and townhome plans exist for 1700 MLK but a developer has not been found and remediation remains a cost factor.
On the topic of CRA boundaries, staff said a consultant is conducting analysis of census tracts and income levels to assess whether East Side could be expanded; the process may take about a year and any expansion must be approved at the state level in Tallahassee. Staff cautioned that state-level politics and recent attention on CRA governance make expansion uncertain.
The meeting concluded with a short discussion of CRA borrowing and bonds used for past projects; staff mentioned a large bond used to move a water treatment facility and noted payoff is expected next year on some older debt.
The board adjourned with no further action required.
