Council approves ditch stabilization, signal retiming, water-main relocation and bond refunding

The Melbourne City Council approved multiple infrastructure and finance items at its Nov. 13 meeting.
D.B. Lee Ditch Stabilization and Piping (Item 9): Staff requested reactivation of project #33522 and a budget transfer of $1,630,000 to fund the work. After receiving quotes, staff reported Don Luchetti Construction submitted the lowest responsive price for the ditch piping work ($1,482,338). Council authorized the budget transfer and approved the contract award.
Traffic Signal Retiming (Item 10): Council approved task order #2 with Iteris Inc. (Tampa) for citywide signal retiming and related engineering services in a not-to-exceed amount of $296,728.62. Staff said the work supplements FDOT retiming by adding weekend counts and 17 additional intersections to ensure the mesh network of signals functions with DOT timings.
Bow Gardens water-main relocation (Item 11): During the Bow Gardens K-1-K-2 resurfacing, the city found shallow and asbestos-cement water mains that interfered with the required roadway profile. Staff recommended using the city's horizontal directional drill contract with Concurrent Environmental Services to replace approximately 2,745 feet of 6-inch main, three line stops, dewatering and six fire hydrant replacements; cost quoted at $473,301.81 and council approved the work.
Bond refunding and defeasance (Item 15): Financial staff and consultant PFM presented options to refund series 2016A/B bonds (which became callable) and to defease 2002B bonds; the consultant estimated roughly $1.7 million in net present value savings from the refunding. Council approved two resolutions to proceed.
Other items: The consent agenda passed, and council approved an ordinance creating an honorary street-naming process (first reading). Council members flagged follow-up work on signage and code updates.
What’s next: Staff will proceed with contract execution, project reactivation, task order implementation and bond-refunding steps. Budget transfers and contract awards were authorized at the Nov. 13 meeting.
