City planning staff outlined the schedule and engagement approach for the Imagine GNV comprehensive‑plan update and invited commissioner direction on timing and outreach.
Planner Nathaniel Chan reviewed a timeline that aims to finish the evaluation and appraisal report to the state by May 1, 2026, with first reading of an ordinance in March and second reading (adoption hearing) in April. The proposed engagement strategy includes a Conveio online review portal for the draft, plan‑board hearings and two formal public GPC review meetings (Dec. 11 and Jan. 22) plus stakeholder outreach through January–March.
Commissioners asked staff to provide clearer ‘‘crosswalk’’ documents that map the prior plan’s objectives to the new Imagine GNV language and identify any substantive policy changes. Several commissioners said the process is tight and asked for clear identification of policies that are changing and of enforcement or implementation mechanisms that must be preserved or transferred to the land‑development code.
City staff and the manager said they will continue outreach to neighborhood groups, partner organizations and advisory boards and may seek outside consistency review to ensure statutory compliance. Commissioners agreed that if the schedule proves infeasible staff should consider sending the state the standard notice required by statute to allow additional time while continuing work.
What happens next: staff will compile commissioner input ahead of the Dec. 11 review, provide crosswalks and continue stakeholder outreach; staff expects to return to the commission and plan board in January for further review.
