Planning staff outlines Land Development Code rewrite timeline and seeks CLG-ready ARB structure to bolster preservation grants

Planning staff provided the board with an update on the Land Development Code (LDC) rewrite and described historic-preservation changes intended to help the city pursue Certified Local Government (CLG) status.
Staff said the October 2025 deadline referenced earlier has passed and that the project team is preparing LDC public draft number 2 for release in January. Staff is reviewing public comments line-by-line with consultant Inspire Placemaking and will publish the draft, public comments, Inspire’s responses and staff responses on the project website for transparency. Staff indicated the board will likely see the refined draft and a public workshop presentation when the documents are released.
On historic preservation, staff said the revised historic-district chapters are being reorganized to allow the city to seek CLG status. In that structure, the Aragon Architectural Review Board would be positioned to meet CLG requirements and could support designations or National Register nominations for sites outside existing historic districts, with the caveat that private-property nominations require owner involvement. Staff described CLG status as improving competitiveness for preservation grants and enabling the city to provide supporting letters and administrative backing for nominations.
Staff also reminded the board about a permitting round table scheduled for the next morning and said some changes from earlier round tables had already been implemented to address permitting pinch points. For public comments that are impractical for the first public draft, staff said they will be tracked in an Excel comment matrix posted to the website and may be deferred to a future phase or addressed through ordinances outside the LDC.
No formal actions or votes were taken on the LDC update during the meeting; the report was informational and staff indicated further opportunities for public input will follow the January public draft release.
