"It might be beneficial to have a time period where people can have a pre-application time period where we'll have a webinar with questions," Speaker 2 said. Board members suggested coordinating outreach around Earth Day and running application windows so awards align with the October–March planting season.
Why it matters: A predictable application window and better public materials could reduce failed plantings and give the city arborist and volunteers time to schedule maintenance and watering. Speaker 1 warned that a rigid window could exclude projects already underway — citing a December planting that has already been resourced — and proposed allowing exceptions for backlog or emergency work.
Board members also recommended revisiting the city tree ordinance to expand eligible organizations to include schools and clubs. "So part of it is looking at the ordinance again and seeing if there's some things that we can update and refresh," Speaker 6 said, adding staff hopes to bring draft ordinance language to the board in January for review.
Staff reported procurement progress: Speaker 6 said several bids for the canopy restoration came in and "three of four came in under budget," and that staff will present the bids to City Council in December; Council approval is required to proceed. Staff also introduced an intern, Sarah Miller, a student at PSC, who is supporting permits and program tasks for the arborist program.
Practical next steps the board set: prepare an FAQ and a one‑pager for the city web site, schedule outreach at Earth Day with follow-up workshops, identify volunteer watering and maintenance plans, and draft targeted ordinance edits for review before the next LDC draft in January.
The board closed the item by agreeing staff will circulate the draft documents and links for members’ comments prior to the next meeting.
