CRA hears update on Portland Loo installations; Bruce Beach location removed from scope

The CRA received a brief update on the Portland Loo public restroom installations. Facilities Manager Mike Fitzpatrick told the board the construction work is underway in partnership with the ECUA and the City of Pensacola Public Works Department and that staff recommends removing the Bruce Beach location from the current project scope and reallocating that unit to a future location where demand exists.
Fitzpatrick and staff said the Bruce Beach unit had been included as a bid alternate but that current demand at that site does not justify installation now; removing it would allow the unit to be reassigned to a higher‑use location later. Board members asked about prior Downtown Improvement Board (DIB) contributions, the treatment of alternate bids, and whether contractors would need to rebid work if the scope changes; staff said removing the Bruce Beach unit would require a new procurement step and could send some items back out to bid.
Board members asked whether any additional change orders or cost increases would be required; staff answered that removing the site would simply free a unit for future use and that ECUA permitting and sewer main locations remain determinative of final siting. The board thanked staff for the update and did not take a separate vote on the Bruce Beach recommendation at this meeting.
