Council approves $5.25M in resurfacing and repair work orders; authorizes emergency sewer main replacement

Work order 24‑07 to the same contractor covers citywide FY25 asphalt milling and resurfacing (34 roadway sections, approx. 12.6 miles; ~3.7 miles require base repairs) with a not‑to‑exceed $4,000,000 amount. Both work orders give the contractor about 270 days from notice to proceed.
Utilities staff described an emergency forced‑main failure on Oct. 12 at 1070 Sarno Road involving a 16‑inch ductile‑iron force main that required an immediate bypass and replacement of 130 linear feet; the city identified additional older ductile‑iron piping that should be replaced to avoid future failures. Council authorized creation of project 32726, a budget transfer of $1,041,000 from the unappropriated water & sewer savings line (project 30099), and use of the city’s contract with Concurrent Utility Services to perform the emergency force main replacement.
Separately, council approved task orders with DRMP for engineering services: Riverview Park roundabout and parking improvements ($89,480) and Lift Station 55 rehabilitation ($109,275) to expand capacity.
Council members asked for timelines, slotting into the FY25 resurfacing program, and confirmation that funding is available. Staff said most resurfacing is anticipated to begin in January 2026, weather permitting.
Next steps: contractors to mobilize per the approved work orders; utilities to issue the emergency contract and commence force‑main replacement; staff will report progress to council and update project budgets if needed.
