Pensacola city leaders unanimously vacated an ARB conceptual approval for a proposed three‑story, 34‑foot multi‑family project at 627 East Government Street and sent the item back to the Architectural Review Board for reconsideration after the variance rehearing.
Staff described the conceptual packet — site plans, floor plans, elevations and seven renderings — and explained that conceptual approvals are intended to provide guidance, not to authorize building permits. Appellants’ counsel Meredith Bush told council the conceptual approval was “inextricably intertwined” with the variance and that the ARB record lacked comparative height data, tree preservation and drainage information and explicit findings.
Applicant Brian Spencer said the conceptual submittal met the city’s conceptual review requirements and noted he had invested about $28,000 in the packet. Councilmembers expressed concern that the concept cannot be implemented if the necessary variances are not approved; Councilmember Baer moved to vacate the conceptual approval and remand it to the ARB to be considered after the variance, and Councilmember Jones seconded. The motion passed 5–0.
Next steps: The ARB will reconsider the conceptual review after the rehearing on the variance; staff said the existing conceptual packet is sufficient for further ARB consideration and no new submission fee is required.
