City staff says Grand Hotel incentive request disapproved; broader redevelopment study underway

City economic development staff updated the Urban Core Redevelopment Board on the Grand Hotel redevelopment and a recent request for incentives.
Erica Grant Cagnell, economic development director (speaker 9), said the Grand Hotel is under contract and that the city received an incentives request that staff "disapproved." She told the board the incentive request did not demonstrate the track record staff expects for projects seeking public incentives and that any incentive for the hotel would need to fit within a broader, joint city–county redevelopment study for the area.
Cagnell described the study timeline: both city and county aim to have studies complete by the end of the year or early next year, after which they would reconvene to discuss findings and any aligned incentive strategy. She said deliverables could include planning work for walkability and an economic and market analysis to make a compelling package to attract developers.
Board members asked about regulatory compliance and maintenance status of the hotel property; Cagnell said she was not aware of fines and described regular communication with the owners, who she said are cooperating on upkeep.
No formal incentive package was put before the board at this meeting; Cagnell said staff will return with more detailed information as studies and evaluation proceed.
Next steps: joint city–county study deliverables and any city recommendations for incentives will return to the appropriate boards for review.
