The City Council formally introduced Althea Jefferson as the city’s growth management director and heard a staff presentation on a new public outreach program called “Planning Matters,” designed to educate advisory board members and residents about the development-review process.
Jefferson outlined the series’ goals: plain-language education about planning and zoning, the Florida Sunshine Law and ethics, the difference between legislative and quasi-judicial roles, impact fees, traffic and low-impact development. Sessions will be held on the third Wednesday of each month beginning January 2026; staff said 18 people had already registered for the first offering and the program can accommodate up to 35.
The program will promote transparency by explaining how projects move through review and what legal standards apply. Jefferson also asked the council to allow the city manager to dedicate one course in memory of Susan Connolly and council signaled consensus to do so.
Councilmembers and the manager described the initiative as a way to build trust, boost participation in board processes and reduce confusion about planning terminology. Residents may register online on the city's website when the program is promoted by communications staff.
