Councilor Regina Phillips, chair of the Sustainability and Transportation Committee, said the project will be offset in part by a federal direct‑pay clean electricity investment credit estimated at roughly 2.1 (as stated in briefing) and by other grants or incentives. She described the storage system as helping the Jetport manage increased electric loads and provide resilience during power disruptions.
Public comment raised placement and environmental questions. Carter Waldron questioned why the battery was located in a parking lot/near wetlands rather than an alternative site and asked whether the site choice was driven by convenience. Council members asked staff to clarify project costs and siting; staff indicated they would provide further details as the project moves into implementation.
The order passed by roll call with all councilors voting yes. Staff will proceed with project implementation and pursue the identified grant and incentive offsets.
