Councilmember Schaeffer said the city code’s section 2‑84 prohibits the manager from spending over $5,000 without council consent and criticized repeated incidents where the manager spent beyond that threshold. "We have rules that should be followed," Schaeffer said, while acknowledging she would not vote no on the current motion.
City Manager (name not specified) responded that section 2‑86 (emergencies) supersedes section 2‑84 and that staff invoked the emergency provision because the equipment failed suddenly and the cost was unknown at the time. The manager said the expenditure met charter requirements for an emergency and noted the seasonal window for leaf pickup creates operational urgency; "While council may not feel that it is an emergency for the leaf machine, I assure you that our residents do," the manager said.
After discussion about thresholds and the nature of emergencies, council approved the emergency expenditure by voice vote, 6–0. The motion authorized payment of $5,067.67 for parts and repairs to the Spartan leaf machine; council discussion included direction that in the future members prefer larger expenditures be brought to council prior to purchase when practicable.
