The council retired to executive session under Rhode Island law (RIGL 42‑46‑4 and RIGL 42‑46‑5(a)(2)) to discuss anticipated litigation related to Purdue Pharma LP et al. After returning to open session the council announced two votes: a motion to seal the executive session minutes and a motion to exit and reconvene into open session. Both votes passed 4–0 with one recusal (the meeting chair recused themself from both votes). The council noted that the recused member had read the votes as presented by the town clerk and then abstained from those executive‑session votes.
