Millis adopts stormwater rule updates and approves consulting and engineering contracts to meet permit obligations

The Millis select board adopted required updates to the town’s land‑disturbance and post‑construction stormwater management regulations and approved several related consulting and engineering contracts on Aug. 18.
Adria Victor, a water resources engineer with Kleinfelder, told the board the red‑lined updates to Section 7.1(b) are largely prescriptive language drawn directly from the MS4 permit and apply to new development and redevelopment sites. Victor said the town has limited discretion because the updates map closely to the state permit language.
On the consulting side, the board authorized two Kleinfelder contracts: (1) PFAS consulting services for FY26 not to exceed $10,000 to support review of testing and legal assistance if needed, and (2) stormwater consulting services for FY26 not to exceed $108,777 to cover annual reporting, IDDE support, plan updates, training and phosphorus‑control planning. Town staff said last year’s expenditures were well below the FY26 budgeted ceiling and described the numbers as preliminary budget estimates.
The board also approved a $35,000 contract with GCG Associates for engineering services to prepare a town sewer system plan as required by the NPDES permit (permit number MA0102598 cited in meeting documents). Staff explained this work requires surveying municipal and private HOA pump stations and producing a plan and reporting framework; the work will help the town fulfill permit reporting and testing obligations.
All motions passed unanimously. Board members and staff emphasized the regulatory nature of the changes and the need to proceed to avoid permit noncompliance.
Next steps: consultants will be engaged, design and survey work will proceed, and staff will incorporate consultant deliverables into permit filings and periodic reports to state regulators.
