The city manager told the Beloit City Council the recent restriping of Showpier Road followed resident complaints and technical recommendations from a SLATS corridor study that found high speeds and a crash-rate above a commonly used threshold. During the presentation the manager said the city balances listening to residents with data-driven decisions and cited study findings: "A majority of the people driving through the area were speeding," the manager said, and noted that nearly 20% of vehicles were driving more than 10 mph over the limit.
Staff said the SLATS analysis uses an intersection crash-rate threshold of 1.0 crashes per million entering vehicles as a signal to investigate mitigation; at the Showpier/Cranston location staff reported a rate of 1.39 and said that, combined with resident reports of unsafe conditions, justified a road diet and new bicycle lanes. The manager acknowledged travel times may increase but argued slower speeds and fewer crashes are the priority.
Councilors who spoke supported the data-driven approach and pointed to Cranston Road as a precedent where reducing lanes slowed traffic and reduced dangerous speeds. One councilor said constituents had complained loudly about speeding and agreed waiting at intersections a short time was an acceptable trade-off for improved safety. Staff said there were three public outreach meetings and that SLATS’ study and community feedback informed the changes; the manager said staff will continue to monitor traffic and adjust as needed.
Next steps include outreach and monitoring; staff said further tweaks to signal timing and other measures are possible if the community reports persistent problems.
