A community speaker, identified in testimony as Mr. Williams, told the task force he drove to the hearing after seeing updated DCFS numbers and described trends he said were "alarming," urging the committee to use the data to target quick prevention wins.
Staff briefing cited figures updated through Oct. 27 that the task force discussed: 85 incidents occurring in school settings and a separate category of 139 child‑on‑child incidents without parental culpability for a total of 224 statewide. "If we take those 85 cases that occurred in the school setting and we find a way to prevent them even by 95 percent, that's a huge relief to an already overburdened DCFS system," Mr. Williams said, urging task‑force members to consider weekly interagency review or regional task forces that include education, DCFS and law enforcement.
Mr. Williams recommended specific operational changes: regular cross‑checks between Department of Education critical‑incident reports and DCFS intake, a verification mechanism that law enforcement acknowledges receipt of referrals, and an optional anonymity‑waiver in online DCFS intake to enable follow‑up when complainants consent. He argued those measures could help identify patterns (for example, repeated hires of staffers with substantiated critical incidents) and reduce caseload volume through prevention.
The task force chair said staff would pursue cross‑over analysis with DOE and DCFS to locate where incidents are clustering and to identify next steps for the interim period before filing legislative proposals.
