Beloit council denies liquor license for 1006 Woodward, approves hospital rezoning, design exception and ambulance purchase

Beloit City Council voted on several land-use and licensing items at its regular meeting, most notably rejecting a liquor license for a proposed grocery-and-liquor store at 1006 Woodward Avenue and approving multiple development and equipment requests.
The council voted 2–5 to deny Resolution 2025-155, which would have granted KT Patel Incorporated a new Class A fermented malt beverage and Class A intoxicating liquor license for a business to operate as Beloit Liquor and Grocery at 1006 Woodward Avenue. Several residents and written commenters said the neighborhood already has a high density of liquor sellers and raised concerns about potential increases in crime and domestic violence. In public comment, Matt Ruh of 822 Park Avenue said he opposed the license and asked the council to vote no. The application’s agent, Parvinder Singh, told the council the business would operate mainly as a grocery store and that liquor sales would be a complement, adding the applicant planned security cameras, lighting, and staff training to prevent theft and underage sales: "This is gonna be mostly grocery store," Singh said.
Council debate focused on neighborhood fit and proximity to a former school building across the street. Council members described hearing strong resident feedback and cited research and public-safety concerns raised in emailed comments. After discussion and a voice vote, the clerk recorded the outcome as 2 in favor and 5 opposed; the license was not approved.
At the same meeting the council approved Ordinance 3,895 to rezone multiple properties near Beloit Memorial Hospital to C-3 to allow off-premise directional signage. Planning staff said rezoning aligns with the comprehensive plan; Joe Stadelman, president of Angus Young Associates, supported the move and asked the council to suspend rules to allow immediate final action. The council suspended rules and approved the rezoning (motion by Foreback; second by Dentsch).
The council also approved Resolution 2025-153 granting a conditional exception to the architectural and landscape code for Blackhawk Transport’s development at 2214 Town Hall Road. Staff said the Planning Commission recommended approval 6–0 with two conditions, including a stone veneer requirement on part of the east elevation and extended evergreen screening for trailer storage. The council approved the resolution as presented.
Separately, the council amended the 2024 capital improvement project budget to supply additional funds to purchase a demo ambulance (Resolution 2025-161). Fire/EMS staff said the unit’s base price was $360,000 but factory-installed cot-loading systems and outfitting raised the final cost to $445,000; delivery was expected within a month. The motion to approve the budget amendment carried.
Other actions: the council laid over first readings of two traffic-related ordinances (yield signage at Shady Lane and removal of a no-parking restriction on 10th Street) for later consideration; accepted a $21,999.33 donation from the estate of Sandra K. Dahl for Grinnell Hall; and approved cancelling the Dec. 1 council meeting so members could attend the swearing-in of the city’s incoming police chief.
