Strong said new statutes in 2024 bumped many CSAM cases to first‑degree felony categories, producing a presumptive prison recommendation (for certain aggravated cases) and that the commission added aggravating circumstance guidance for CSAM cases to recommend upward departures in certain situations (for example, images involving infants or prolonged behavior).
