The redline also would require monthly reports to the finance committee of purchases made under existing contracts for transparency. After discussion the committee motioned to authorize advertisement for a public hearing on the proposed ordinance (ordinance 25‑xx) and placed the item on the consent agenda for council.
Councilors requested comparables and additional details for how awards after competitive RFPs would be routed to committee and clarified emergency and appropriation exceptions.
