The Executive Appropriations Committee voted unanimously on Nov. 18 to recommend acceptance of a package of federal and nonfederal grants and received an update on remaining COVID‑related spending obligations.
Duncan Evans, senior manager and director of budget operations for the governor’s office of planning and budget (GOPB), told the committee most COVID‑related funds are allocated and obligated and that roughly $226,000,000 remains to be spent, with a deadline of December 2026. He said the largest unfinished projects are water investments and estimated about $180,000,000 of those projects will be completed in the coming year.
Brad Newbold, federal assistance management officer at GOPB, said the grants briefing identified nine grants that require Executive Appropriations Committee approval, including three new grants and six previously approved grants requesting supplemental authority. "These grants require an additional $3,600,000 of state matching funds," Newbold said, and noted one additional nonfederal grant totaling $220,000 that requires approval and carries no state match.
Senator Sam asked whether the timeline for a large secondary‑water‑meter grant could be met; Evans said those awards were previously made, are in process, and that the Division of Natural Resources is monitoring schedules to use the funds within the available timeframe.
The committee moved the recommendation as presented and passed the referral unanimously.
